广西防城港市打造区域性国际滨海旅游中心城市战略研究

【摘要】:旅游是朝阳产业,旅游产业的发展能带动旅游地区的经济大发展。当前,各地都在根据经济和社会发展的需要,结合旅游资源优势,不断探索旅游发展战略,采取相应措施,,加快旅游产业的发展,争取获得旅游长远发展中的主动权。 广西防城港市以打造“国际滨海旅游胜地”和“中国海洋文化名城”为旅游发展的总体要求,出台扶持旅游业发展的优惠政策,明确提出打造十大旅游区发展思路,启动旅游文化基础设施和景区景点建设大会战,全市旅游经济持续增长。但目前防城港市旅游资源开发仍存在不少问题,如缺乏战略管理思维,城市旅游发展定位还不够明确,旅游战略发展体系还没能真正建立起来,旅游资源优势条件还没能充分发挥出来等,防城港的旅游发展还仅属于“通道”旅游经济,与其所拥有的区位优势和旅游资源优势并不匹配。 本文运用战略管理理论,对防城港旅游产业进行深入研究。首先,对防城港市旅游产业的外部环境进行PEST分析,即对防城港市旅游产业的政治因素、经济因素、社会因素、技术因素进行分析,并对其竞争环境、客源市场进行分析,对分析结果利用EFE矩阵进行评价。其次,对防城港市旅游产业的内部环境进行分析,主要分析防城港市的旅游资源、投资能力、管理水平及市场开发能力,并利用IFE矩阵评价。本文归纳、总结防城港旅游产业的关键机会、关键威胁、关键优势和关键劣势,对上述研究结果再采用SWOT矩阵深入分析,制定防城港市打造区域性国际滨海旅游中心城市的发展战略方案,进一步发挥防城港旅游产业的比较优势,打造特色旅游品牌,促进防城港旅游产业持续、健康、快速发展。根据SWOT矩阵分析结果,本文提出了加快防城港旅游产业发展的战略目标,并提出了九大具体战略措施,即可持续发展战略、对外开放战略、区域合作战略、多元化投资战略、特色精品战略、精细化营销战略、信息化战略、产业化战略、人才兴旅等九大战略措施。
[Abstract]:Tourism is a sunrise industry, the development of tourism industry can promote the economic development of tourism areas. At present, according to the needs of economic and social development, combined with the advantages of tourism resources, all localities are constantly exploring tourism development strategies, taking appropriate measures to speed up the development of tourism industry, and striving to obtain the initiative in the long-term development of tourism. Fangchenggang City of Guangxi takes the creation of "International Coastal tourist Resort" and "China's famous Marine Culture City" as the overall requirements of tourism development, puts forward preferential policies to support the development of tourism, and clearly puts forward the development ideas of the top ten tourist areas. Start tourism cultural infrastructure and scenic spots construction battle, the city's tourism economy continued to grow. However, at present, there are still many problems in the development of tourism resources in Fangchenggang City, such as the lack of strategic management thinking, the lack of clear positioning of urban tourism development, and the fact that the tourism strategic development system has not really been established. The advantages of tourism resources have not been fully brought into play. The tourism development of Fangchenggang is only a "passageway" tourism economy, which does not match the advantages of location and tourism resources. This article uses the strategic management theory, carries on the thorough research to the Fangchenggang tourism industry. First of all, the external environment of Fangchenggang tourism industry is analyzed by PEST, that is, the political, economic, social and technical factors of Fangchenggang tourism industry are analyzed, and the competitive environment and the source market of Fangchenggang are analyzed. The results are evaluated by EFE matrix. Secondly, this paper analyzes the internal environment of Fangchenggang tourism industry, mainly analyzes the tourism resources, investment ability, management level and market development ability of Fangchenggang City, and evaluates it by using IFE matrix. This paper summarizes and summarizes the key opportunities, threats, key strengths and weaknesses of Fangchenggang tourism industry, and further analyzes the above research results by using SWOT matrix. The development strategy of Fangchenggang city to build a regional international coastal tourism center city should be formulated, and the comparative advantages of Fangchenggang tourism industry should be further brought into play, the characteristic tourism brand should be created, and the tourism industry of Fangchenggang should be promoted to develop continuously, healthily and rapidly. According to the results of SWOT matrix analysis, this paper puts forward the strategic goal of speeding up the development of Fangchenggang tourism industry, and puts forward nine specific strategic measures, namely, sustainable development strategy, opening up strategy, regional cooperation strategy and diversified investment strategy. Characteristic boutique strategy, refined marketing strategy, information strategy, industrialization strategy, talent rejuvenation travel and other nine strategic measures.
