三沙市海岛旅游开发研究

【摘要】：三沙市地处我国海南省的最南端，，拥有热带海岛所特有的自然资源和丰富的人文景观，具有独特的海洋旅游吸引力。旅游业将成为三沙市发展的支柱产业，对三沙市的经济增长具有举足轻重的作用。三沙市远离内陆，人口、陆地面积较小，至今未对大众开放。原生态的环境十分脆弱，开发中一旦遭到破坏将很难恢复。因此旅游开发应以保护生态环境为前提，走海岛旅游可持续发展的道路。当前，国内对西沙群岛旅游开发的研究主要集中在海岛资源的分析和开发策略上，对中沙、南沙群岛旅游研究很少，而全面系统的对三沙市海岛旅游开发的研究更少。本文通过理论和实际相结合的方法，对三沙市旅游基础条件进行系统地分析，提出了三沙市海岛旅游开发的战略构想，以期对三沙市旅游开发提供参考和借鉴。本文主要内容分为以下几个方面：一是对国内外海岛旅游成功经验的分析和总结。通过比较分析马尔代夫群岛、夏威夷群岛、新加坡和舟山群岛等国内外海岛旅游开发模式，总结了以下经验：重视政府的管理，强调科学合理的规划与开发；突出本地旅游资源特点，打造特色产品；重视生态环境的保护；保证良好的交通条件和优质高效的服务。二是对三沙市旅游开发基础条件的分析。运用定性和定量相结合的方法从区位条件、地理特征、气候条件、自然资源、人文资源和社会条件六个方面对三沙市的基础条件进行分析和研究，得出三沙市具有丰富的自然资源和人文景观，具备开发旅游的潜力，且旅游的最佳时机是每年的11月至次年4月。三是对三沙市海岛旅游开发进行SWOT分析。包括三沙市海岛旅游存在区位、环境、季节、资源的优势，和环境脆弱、设施滞后、经济薄弱、保障措施有限的劣势，以及迎接当前国家、政府、市场支持机遇的同时还面临着周边市场竞争的挑战。四是提出三沙市海岛旅游开发的战略目标。通过对三沙市海岛具体情况的分析，提出建设生态型的热带海岛旅游度假区的总体目标和分期目标。近期初步开发西沙群岛，形成以永兴岛为中心，分别连接周边小岛的旅游布局；中远期全面开放西沙旅游，完善功能分区，逐步开放中沙黄岩岛和南沙美济礁、永暑礁旅游。五是进一步提出了三沙市海岛旅游开发对策。根据战略目标提出了保护生态和高端定位原则，运用模型对三沙市的客源市场进行统计分析，并设计相应的旅游产品。通过借鉴知名海岛成功的经验，结合开发原则，提出了三沙市海岛旅游开发模式。最后是对旅游保障措施的研究，包括旅游安全保障、可持续发展保障、基础设施保障、旅游人才保障和政府职能的保障。
[Abstract]:Sansha City is located in the southernmost part of Hainan Province of China. It has the unique natural resources and rich cultural landscape of tropical islands and has a unique attraction of marine tourism. Tourism will become the pillar industry of Sansha city and play an important role in the economic growth of Sansha city. Sansha City far inland, population, land area is small, has not been open to the public. The original environment is so fragile that it will be difficult to recover once it is damaged in development. Therefore, tourism development should take the sustainable development of island tourism on the premise of protecting ecological environment. At present, the domestic research on tourism development of Xisha Islands is mainly focused on the analysis and development strategy of island resources. There is little research on tourism in Zhongsha and Nansha Islands, and less on the comprehensive and systematic research on island tourism development in Sansha City. Through the combination of theory and practice, this paper systematically analyzes the basic conditions of tourism in Sansha city, and puts forward the strategic conception of island tourism development in Sansha city, in order to provide reference and reference for tourism development in Sansha city. The main contents of this paper are as follows: first, the successful experience of island tourism at home and abroad is analyzed and summarized. Through the comparative analysis of the tourism development models of the Maldives, Hawaii, Singapore and Zhoushan Islands, the following experiences are summarized: attaching importance to the management of the government, emphasizing scientific and reasonable planning and development; Highlight the characteristics of local tourism resources, create special products; pay attention to the protection of ecological environment; ensure good traffic conditions and high quality and efficient service. Second, the analysis of the basic conditions of tourism development in Sansha City. The basic conditions of Sansha City are analyzed and studied in terms of location, geographical characteristics, climatic conditions, natural resources, human resources and social conditions by means of qualitative and quantitative methods. It is concluded that Sansha city is rich in natural resources and cultural landscape, and has the potential to develop tourism, and the best time for tourism is November to April of next year. Third, the SWOT analysis of island tourism development in Sansha City. Including the advantages of location, environment, season, resources, and weak environment, lagging facilities, weak economy, limited safeguard measures, and meeting the current state and government in Sansha City, the island tourism has advantages of location, environment, season, resources, and weak environment. The market supports the opportunity at the same time also faces the peripheral market competition challenge. Fourth, the strategic goal of island tourism development in Sansha city is put forward. Based on the analysis of the specific situation of the islands in Sansha city, the overall goal and the phased goal of constructing the ecotype tropical island tourist resort are put forward. In the near future, the Xisha Islands have been preliminarily developed to form a tourism layout with Yongxing Island as the center, connecting the surrounding islands respectively. In the medium and long term, Xisha tourism will be fully opened, functional zones will be improved, and Zhongsha Huangyan Island, Nansha Meiji Reef and Yongshu Reef will be gradually opened up. Fifth, the paper puts forward the countermeasures of island tourism development in Sansha City. According to the strategic goal, this paper puts forward the principles of ecological protection and high-end positioning, analyzes the tourist market in Sansha by using the model, and designs the corresponding tourism products. Based on the successful experience of famous islands and the principles of development, this paper puts forward the tourism development model of Sansha city. The last part is the study of tourism security measures, including tourism security, sustainable development, infrastructure, tourism talent and government functions.
