湖南省高等教育自学考试的现状与对策研究

【摘要】：高等教育自学考试是一种个人自学、社会助学和国家考试相结合的高等教育形式，极具中国特色，是我国高等教育的重要组成部分。本文以湖南省自学考试为研究对象，根据高等教育自学考试的性质、特点，以高等教育大众化、终身教育和自我导向学习等理论为支撑，运用专家访谈法和数理统计法，，对湖南省高等教育自学考试的现状进行了实证研究，从中发现了湖南省高等教育自学考试在取得巨大成就的同时，还存在着一些不容忽视的问题。其取得的成就主要表现为：促进了湖南省高等教育形式的多样化、成为湖南省高等教育大众化的主体之一、为湖南省培养了大批实用性人才、推动了湖南省高等教育自学考试在农村的蓬勃发展、丰富了湖南省高等教育教学改革方面的实践经验。而存在的问题主要有：专业和课程设置缺乏科学性、助学机构职能缺位、试卷保密工作存在安全隐患及考务组织工作不严谨等等。湖南省高等教育自学考试中的问题，既有来自国家、承办学校方面的原因，又有来自自考助学机构方面的原因，还有来自自考生自身方面的原因。针对存在的主要问题，论文综合运用政策分析与经验方法，从调整专业结构、提高服务质量、构建现代助学模式、加强试卷安全保密、强化考务管理、提高教材质量等方面提出了积极的对策，并且从宏观层面提出了构建高等教育自学考试质量保障体系的设想，旨在促进湖南省高等教育自学考试的健康、持续发展，满足经济社会和人民群众对高等教育的多元化需求，搭建终身学习的平台。
[Abstract]:The higher education self-study examination is a kind of individual self-study, the social aid and the national examination unifies the higher education form, extremely has the Chinese characteristic. It is an important part of higher education in our country. This article takes the self-study examination of Hunan Province as the research object, according to the nature and characteristic of the self-study examination of higher education, popularizes the higher education. Based on the theory of life-long education and self-directed learning, this paper makes an empirical study on the present situation of higher education self-study examination in Hunan Province by means of expert interview and mathematical statistics. It is found that there are still some problems which can not be ignored while the self-study examination of higher education in Hunan Province has made great achievements. The main achievements are: promoting the diversification of higher education forms in Hunan Province. It has become one of the main bodies of the popularization of higher education in Hunan Province, which has trained a large number of practical talents for Hunan Province, and promoted the vigorous development of self-study examination of higher education in Hunan Province in rural areas. It enriches the practical experience in the teaching reform of higher education in Hunan Province. However, the main problems are: the lack of scientific specialty and curriculum, the absence of the functions of student aid institutions. The problems in the self-study examination of higher education in Hunan Province are due to the reasons of the state and the undertaking of the school. There are also the reasons from the self-examination institutions, and from the self-examinee 's own reasons. In view of the main problems, the paper comprehensively applies policy analysis and empirical methods, from the adjustment of the professional structure. Some positive countermeasures are put forward such as improving service quality, constructing modern aid mode, strengthening safety and secrecy of examination papers, strengthening examination administration and improving the quality of teaching materials. And from the macro level put forward the construction of higher education self-study examination quality assurance system in order to promote the healthy and sustainable development of Hunan higher education self-study examination. To meet the diversified needs of the economic society and the people for higher education and to build a platform for lifelong learning.
