民间组织参与社区教育研究

【摘要】:作为终身教育的重要组成部分,社区教育肩负着为社区成员树立终身学习理念、建设学习型社会的重要使命,目前我国社区教育已有了一定的发展,但仍存在很多问题,造成这些问题的原因很多,但终极原因与体制有关。长期以来,我国社区教育管理体制实行的是政府的一元制管理,随着社区教育的发展,这种管理体制弊端日益彰显,如社区教育管理效率低下、社区教育服务质量低下、社会教育效能较低,居民满意度较低等等,显然,仅靠政府亲力亲为,一元化直接管理愈来愈不尽如人意,而民间组织的种种天然属性,如:基层性、草根性、民众性、民主性、非营利性、公益性、非政府性等决定了其可以弥补由政府一元化管理体制的弊端,是参与社区教育的最佳力量。而且从近些年来国家政府层面,也一再倡导要推进社会公共治理,十八届三中全会明确提出要加强治理的现代化,推动社会成员广泛参与到社会治理中。显然,推进民间组织参与社区教育即是顺应这一国策的体现。本文共分为五部分进行论述。第一部分:总体上分析了研究的背景、研究目的及意义、国内外研究动态、创新之处及理论基础。第二部分:对社区教育民间组织的内涵进行界定,并从不同的维度对参与社区教育的民间组织进行分类。包括,从组织的松散程度、正式与非正式、与政府的关系以及开展的活动内容等各个维度对参与社区教育的民间组织进行分类。同时,对民间组织在社区教育中的角色及功能进行分析,民间组织在社区教育中承担着很多重要的角色,包括:社区教育公共政策的咨询者、社区教育公共产品的提供者及社区教育质量的监管者;在社区教育中的功能包括:优化社区教育的管理机制、提高社区教育供给的有效性及协调社会矛盾,释放社会压力。第三部分:对国外包括三个国家——美国、加拿大、日本民间组织参与社区教育的情况进行介绍,主要分别从民间组织参与社区教育的主要类型、民间组织在社区教育中的作用、民间组织生存与发展的制度空间等三个方面加以系统介绍,旨在借鉴国外民间组织参与社区教育的发展经验,以促进我国社区教育民间组织的发展。第四部分:提出了我国民间组织参与社区教育面临的具体困境。包括:准入门槛过高、资金短缺、基层政府对民间组织的认识不足及社会公信力差等。第五部分:结合我国社区教育民间组织发展中现状及存在的问题,并对国外民间组织参与社区教育发展的经验进行借鉴,提出我国今后民间组织参与社区教育的策略建议。
[Abstract]:As an important part of lifelong education, community education shoulders the important mission of establishing life-long learning concept for community members and building a learning-oriented society. At present, community education in our country has developed to a certain extent, but there are still many problems. There are many reasons for these problems, but the ultimate causes are related to the system. For a long time, the management system of community education in our country has implemented the monolithic management of the government. With the development of community education, the malpractice of this kind of management system is becoming more and more obvious. For example, the efficiency of community education management is low, the quality of community education service is low, the social education efficiency is low, the satisfaction of residents is low and so on. And various natural attributes of civil organizations, such as grass-roots, grass-roots, popular, democratic, non-profit, public welfare, non-governmental, etc., determine that they can make up for the shortcomings of the unified management system by the government. It is the best force to participate in community education. Moreover, in recent years, the national government has repeatedly advocated the promotion of social and public governance. The third Plenary session of the 18 CPC Central Committee explicitly proposed to strengthen the modernization of governance. Obviously, promoting the participation of civil society organizations in community education is the embodiment of this national policy. This paper is divided into five parts to discuss. The first part: the overall analysis of the background of the research. The purpose and significance of the research, the research trends, innovations and theoretical basis at home and abroad. Part two: defining the connotation of community education non-governmental organizations, and classifying the non-governmental organizations involved in community education from different dimensions. The civil organizations involved in community education are classified in terms of the degree of looseness of the organization, formal and informal, the relationship with the government and the content of the activities carried out. At the same time, This paper analyzes the role and function of civil society organizations in community education. They play many important roles in community education, including: the consultant of community education public policy. The functions of community education in community education include optimizing the management mechanism of community education, enhancing the effectiveness of community education supply and coordinating social contradictions. Release of social pressure. Part three: introduction to the participation of civil society organizations in community education in three foreign countries including the United States, Canada and Japan, mainly from the main types of participation of non-governmental organizations in community education. The role of non-governmental organizations in community education and the institutional space for the survival and development of non-governmental organizations are systematically introduced in order to draw lessons from the development experience of foreign non-governmental organizations participating in community education. In order to promote the development of the non-governmental organizations of community education in China. Part 4th: put forward the specific difficulties that the non-governmental organizations in our country are facing in participating in community education, including: the threshold of entry is too high, the funds are short, Part 5th: combined with the current situation and existing problems of the development of the non-governmental organizations in community education in our country, and draw lessons from the experience of foreign non-governmental organizations participating in the development of community education. This paper puts forward some suggestions on the participation of civil society organizations in community education in the future.
