安徽省安庆市农民培训的现状、问题及对策

【摘要】：中国作为一个人口大国，农业是国民经济的基础。建设新农村、建设现代农业、实现小康社会，最终必须依靠有文化、懂技术、会经营的新型农民。当前，由于我国农民科学素质较低，严重影响制约了农业的发展，致使农民的收入增长缓慢。因此大力开展普及农民教育培训工作刻不容缓，只有培养出大批掌握现代农业科学技术和知识的新型农民，，才能达到农业的增产增效和农民的增收致富的双赢目标。安庆市作为安徽的一个农业大市，针对其近十年的农民培训情况进行研究调查及分析，对所发现的问题提出有实际作用的对策。 1、调查结果表明，由于安庆市农民文化科技素质整体偏低，农民参加培训的主动性不强，教学师资力量薄弱，农民培训与农民需求有所脱节，各地农民教育培训发展不平衡，政府对于农村人才培养没有提供足够的专项经费，制约了农村人才开发与培养新型农民培训项目的开展，农民培训学校缺乏有效的宣传。 2、针对安庆市农民培训的现状及问题，本文提出了以下对策：加强学校体系建设，提升办学整体水平，从而提高农民的文化素质教育；加强规范，确保党和政府惠民政策落实到位，从而提高农民参加培训的主动性；加强教学与管理，扩大农民培训的师资力量，培养更多更好的农村实用人才；加强创新，发挥职能部门的作用，解决农民培训和农民需求的脱节问题；加大政府对农民培训专项经费的投入，同时加强项目支撑，真正巩固知识，学以致用；加强宣传，营造良好工作氛围。
[Abstract]:As a large country with a large population, agriculture is the foundation of the national economy. To build a new countryside, to build modern agriculture, and to realize a well-off society, we must ultimately rely on a new type of peasants who have culture, know technology, and can operate. At present, Due to the low scientific quality of farmers in our country, which seriously affects the development of agriculture and results in the slow growth of farmers' income, it is urgent to vigorously carry out the work of popularizing the education and training of farmers. Only by cultivating a large number of new farmers who master modern agricultural science and technology and knowledge can we achieve the win-win goals of increasing production and increasing efficiency in agriculture and increasing farmers' income. Based on the investigation and analysis of the training situation of farmers in recent ten years, the paper puts forward some practical countermeasures to the problems found. 1. The results show that, because of the low quality of farmers' culture and science and technology in Anqing, the initiative of farmers to participate in training is not strong, the strength of teaching teachers is weak, the training of farmers is out of touch with the needs of farmers, and the development of education and training of farmers in various places is not balanced. The government does not provide enough special funds for the cultivation of rural talents, which restricts the development of rural talents and the development of new training projects for farmers, and the farmer training schools lack effective propaganda. 2. In view of the present situation and problems of farmers' training in Anqing City, this paper puts forward the following countermeasures: strengthening the construction of school system, improving the overall level of running schools, thus improving the cultural quality education of farmers, strengthening the standardization, To ensure that the policies of the Party and the government benefit the people are put in place, so as to enhance the initiative of farmers to participate in training; to strengthen teaching and management, to expand the teacher force for farmers' training, to train more and better rural practical talents; and to strengthen innovation, Give full play to the role of functional departments to solve the problem of disconnection between farmers' training and farmers' needs; increase government investment in special funds for farmers' training; at the same time, strengthen project support, truly consolidate knowledge and make use of learning; and step up publicity; Create a good working atmosphere.
