【摘要】：正肖凤翔、邓小华在《教育研究》2017年第7期中撰文,阐释了国家资格框架及其基本功能,在此基础上论述了构成国家资格框架的硬要素和软要素。国家资格框架是国家人力资源开发与配置的基本规范及其制度体系,在沟通教育系统和劳动力市场中发挥基础性作用。基于系统科学,人工系统的原理是"功能决定结构",国家资格框架是典型的人工系统,也遵循这一原理,只有先搞清楚国家资格框架的功能,才可能去分析它的构成要素。国际
