山东省普通高校继续教育转型研究

【摘要】:随着社会转型的不断深入,以及学习型社会和终身教育体系建设进程的不断加快,发展继续教育已成为我国培养高素质劳动者和专门人才队伍、建设人力资源强国的迫切需要。近年来,山东省独立设置的成人高校数量不断减少,发展继续教育的重担落到了普通高校的肩上。山东省普通高校继续教育虽然为本省的继续教育事业做出过巨大贡献,但其整体发展仍有不足。山东省普通高校继续教育必须进一步深化教育改革,实现转型和创新,为山东省实现教育现代化和人才强省的目标贡献力量。论文第一部分从选题缘由、研究目的和意义、研究综述、研究思路与方法等部分进行了相关阐述。同时,还对普通高校继续教育转型的相关概念进行了界定,为后续分析山东省普通高校继续教育的发展奠定了基础。论文第二部分梳理了改革开放以来山东省普通高校继续教育的发展概况,包含四个时期,分别是调整恢复发展时期(1978-1985年)、快速稳步发展时期(1986-1998年)、协调规范发展时期(1999-2009年)、转型创新发展时期(2010年以来),从而见证了每个时期山东省普通高校继续教育取得的成绩及发展特点。论文第三部分具体阐述了当前山东省普通高校继续教育发展的现状,通过分析《中国教育统计年鉴》《山东省教育发展统计公报》《山东省统计年鉴》的数据以及相关教育网站的继续教育发展资料,可以得知山东省普通高校学历继续教育稳步发展,非学历继续教育快速发展。然而,山东省普通高校继续教育在发展中也面临一些困境:办学定位模糊不清;继续教育信息化建设落后;共享性继续教育资源有待增加;与其他教育之间沟通衔接不畅等。论文第四部分是在前几部分研究的基础上,结合山东省普通高校继续教育发展实际,尝试提出山东省普通高校继续教育的转型路径:革新理念,明确普通高校继续教育工作定位;转移重心,拓展普通高校继续教育职能;创新制度,改革普通高校继续教育体制机制;突破传统,转变普通高校继续教育发展模式;立足区域,突出普通高校继续教育办学特色;强化保障,促进普通高校继续教育健康发展。
[Abstract]:With the deepening of social transformation and the accelerating process of the construction of learning society and lifelong education system, the development of continuing education has become an urgent need for training high-quality laborers and specialized talents and building a powerful human resources country. In recent years, the number of independent adult colleges and universities in Shandong Province has been decreasing, and the burden of continuing education has fallen on the shoulders of ordinary colleges and universities. Although the continuing education of colleges and universities in Shandong Province has made great contributions to the cause of continuing education in this province, its overall development is still insufficient. The continuing education in colleges and universities in Shandong Province must further deepen the educational reform, realize the transformation and innovation, and contribute to the realization of the modernization of education and the goal of strengthening the province of talents in Shandong Province. The first part of the thesis describes the reason, purpose and significance of the topic, research review, research ideas and methods. At the same time, the related concepts of the transformation of continuing education in colleges and universities are defined, which lays a foundation for the subsequent analysis of the development of continuing education in colleges and universities in Shandong Province. The second part of the paper combs the general situation of the development of continuing education in colleges and universities in Shandong Province since the reform and opening up, including four periods. They are the period of adjustment and restoration of development, the period of rapid and steady development, the period of coordination and standardization, the period of development from 1999 to 2009, and the period of transformation and innovation (since 2010), thus witnessing each period of the continuing education of ordinary colleges and universities in Shandong Province. Achievements and characteristics of development. The third part of the paper elaborates the current situation of the development of continuing education in ordinary colleges and universities in Shandong Province. By analyzing the data of the Statistical Yearbook of Shandong Province, the Statistical Yearbook of Shandong Province and the data of the continuing education development of relevant educational websites, we can know that the continuing education for academic qualifications in ordinary colleges and universities in Shandong Province has developed steadily. Non-academic continuing education develops rapidly. However, the continuing education of colleges and universities in Shandong Province also faces some difficulties in its development: the orientation of running a school is vague; the information construction of continuing education is backward; the resources of shared continuing education need to be increased; and the communication with other education is not smooth and so on. The fourth part of the paper is based on the previous part of the study, combined with the development of ordinary colleges and universities in Shandong Province, the development of continuing education, try to put forward the transformation path of Shandong Province's ordinary colleges and universities continuing education: the idea of innovation, To define the orientation of continuing education in colleges and universities, to shift its focus, to expand its function, to innovate its system, to reform its mechanism, to break through the tradition, and to change its development mode. Base on the region, highlight the characteristics of continuing education in colleges and universities, strengthen the guarantee, and promote the healthy development of continuing education in colleges and universities.
