“资历框架”的制度功能及其运行体系

【摘要】：资历框架是终身学习体系建设的基础性支持制度,其价值是实现各级各类教育的有效沟通和衔接。我国至今还没有建立起全国性的资历框架,不仅阻碍了学习者参与终身学习的积极性,也为国家经济社会转型发展带来了一定的障碍。资历框架从起源和世界发展来看,其制度建设具有导向功能、质量功能、衔接功能、资本功能和规范功能。其运行机制设计要实现政府主体、行业主导、多组织参与的责任机制落实和全过程参与,设计步骤清晰、权责明确、科学合理的运行体系,同时发挥监督机制的作用。
[Abstract]:The seniority framework is the basic support system for the construction of lifelong learning system, and its value is to realize effective communication and convergence of all levels of education. Up to now, China has not set up a national qualification framework, which not only hinders learners' enthusiasm to participate in lifelong learning, but also brings some obstacles to the development of national economic and social transformation. From the perspective of origin and world development, seniority framework has guiding function, quality function, linking function, capital function and normative function. Its operation mechanism design should realize the responsibility mechanism implementation and the whole process participation of the government main body, the profession leading, the multi-organization participation, the design step is clear, the power and responsibility is clear, the scientific and reasonable operation system, at the same time the function of the supervision mechanism is brought into play.
