成建制农业转移人口的社区职业技能培训模式研究

【摘要】：城镇化进程中,越来越多的农业转移人口被成建制地集中安置在新的城市社区,使这些城市新的居民面临了融入城市社会的问题。从经济学上来说,农业转移人口融入城市社会的主要标志之一就是成为城市的消费主体。由于居民消费能力取决于收入水平,农业转移人口成为城市消费主体的最好途径是通过获得良好的就业岗位来实现。事实上,他们由于难以获得良好就业岗位,其消费能力随时间呈下降趋势,并有逐步被城市边缘化的趋势,长期以往将导致城市中形成新的二元结构,影响社会经济的发展。所以,研究探索以社区为载体的农业转移人口的职业技能培训模式具有显著的理论与实践意义。文章主要从以下几个方面开展讨论：首先,对成建制农业转移人口社区、社区教育、职业技能培训等几个概念进行了界定,并对人力资本与教育培训理论、社会融合理论、社区治理等相关理论进行了归纳与评述。其次,分析了我国城镇化背景和成建制农业转移人口社区的现状,讨论了转移人口融入城市的需求与路径,对在成建制农业转移人口中开展社区职业技能培训的必要性与可行性展开了一般性分析。第三,根据实地调研,对长沙和济南两地不同培训方式进行了比较分析,通过比较两地社区培训与非社区培训的效果,总结了社区在成建制农业转移人口培训中的优势、作用以及启示。根据理论与实际两个层面的分析,本文认为,社区在转移人口的培训和就业上应当发挥更重要的作用,文章倡导通过社区职业技能培训促进成建制农业转移人口融入城市社会。文章提出了建立成建制农业转移人口社区职业技能培训的总体思路、制度设计和具体构架,为成建制农业转移人口社区职业技能培训的顺利开展,提出了包括运行、课程、支持保障三个子模块的社区职业技能培训模式。
[Abstract]:In the process of urbanization, more and more agricultural transfer population is concentrated in the new urban communities, which makes the new residents of these cities face the problem of integrating into the urban society. From the economics point of view, one of the main signs of the agricultural transfer population into the urban society is to become the main consumer of the city. Because the consumption ability of the residents depends on the income level, the best way to transfer the population from agriculture to become the main body of urban consumption is to obtain good jobs. In fact, because they are difficult to obtain good jobs, their consumption power decreases with time, and they are gradually marginalized by the city. In the long run, they will lead to the formation of a new dual structure in the city, which will affect the development of social economy. Therefore, it is of great theoretical and practical significance to study and explore the vocational skills training model of agricultural transfer population with community as the carrier. This paper mainly discusses the following aspects: firstly, it defines several concepts such as community, community education, vocational skills training and so on, and also defines the theories of human capital and education and training, social integration, etc. Community governance and other related theories are summarized and commented. Secondly, it analyzes the background of urbanization and the present situation of the population transfer community of formed agriculture, and discusses the demand and path of the migration population into the city. This paper analyzes the necessity and feasibility of community vocational skills training in the population of formed agricultural transfer. Thirdly, according to the field research, the paper makes a comparative analysis of different training methods between Changsha and Jinan, and summarizes the advantages of community training in the training of formed agricultural transfer population by comparing the effects of community training and non-community training in Changsha and Jinan. Function and inspiration. According to the analysis of theory and practice, this paper holds that the community should play a more important role in training and employment of transferred population. This paper puts forward the general idea, system design and concrete framework of establishing the community vocational skills training of the formed agricultural transfer population, which includes the operation and curriculum for the smooth development of the community vocational skills training of the formed agricultural transfer population. Support the three sub-modules of community vocational skills training model.
