云南新型职业农民培育体系研究

【摘要】：“大力培育新型职业农民”在2012年中央1号文件中首次被提出,此后从中央到地方都十分重视加强新型职业农民培育工作。培育新型职业农民是党和政府做出的一项具有历史性和战略性的重大举措,有利于从根本上解决目前制约我国经济社会发展的“三农问题”。由于我国新型职业农民培育工作开展时间较短,对培育体系的构建仍处于探索实践之中。云南是我国的农业大省,目前经济正处于传统农业向现代农业转变的关键时期,面临着保障农产品有效供给、转变农业发展方式、提高农业生产效率的紧迫任务,迫切需要相应新型职业农民的支撑。然而云南新型职业农民的培育工作起步较全国更晚,尚未形成一个稳定成熟的培育体系,各环节依然存在着诸多问题,严重制约着云南新型职业农民的深入发展,影响着农业和农村经济的转型发展以及农业现代化的进程。开展新型职业农民培育体系的研究,对于加快云南新型职业农民培育步伐,推进农业现代化发展有着十分重要的意义。本文以新型职业农民培育体系为研究对象,应用人力资本理论、诺尔斯成人教育理论和马克思人的全面发展理论,采用文献研究、访谈调查、多学科综合的研究方法,在系统描述云南新型职业农民发展背景及发展情况的基础上,深入分析了云南新型职业农民培育体系的现状和运行成效;指出了云南新型职业农民培育体系发展中存在的问题,这些问题具体表现在体系结构不完善、相关政策法规缺失、激励效应不足、综合专门工作机构尚未设立、宣传工作不到位等。针对这些问题以及现代农业发展和云南高原特色农业的发展需要,从培育目标、培育内容、培育模式以及培育的组织管理构架等方面提出了新型职业农民培育体系的构架模式,并从夯实基础,强化教育培训体系;落实保障,完善政策扶持体系;规范程序,健全认定管理体系;持续发展,创新跟踪服务体系;做好宣传,引导遴选培育对象等方面提出了一系列进一步完善新型职业农民培育体系的建议。
[Abstract]:"Cultivating a new type of professional farmers" was first proposed in Document No. 1 of the Central Committee in 2012. Since then, it is very important to strengthen the cultivation of new occupational farmers from the central to the local. It is a historic and strategic measure made by the party and the government to cultivate a new type of professional farmers, which is conducive to the fundamental solution to the current constraints in our country. Because of the short time for the cultivation of new professional farmers in China, the construction of the cultivation system is still in the exploration and practice. Yunnan is a major agricultural province in China. At present, the economy is in the key period of the transformation from traditional agriculture to modern agriculture, facing the guarantee of the effective supply of agricultural products and the transformation. The urgent task of agricultural development and raising the efficiency of agricultural production urgently needs the support of the corresponding new professional farmers. However, the cultivation of new professional farmers in Yunnan has started more late than the whole country, and has not formed a stable and mature cultivation system. There are still many problems in each link, which seriously restrict the new occupational farmers in Yunnan. Further development has influenced the transformation and development of agriculture and rural economy as well as the process of agricultural modernization. It is of great significance to carry out a new type of professional farmer cultivation system to speed up the cultivation of new vocational farmers in Yunnan and promote the development of agricultural modernization. With the theory of human capital, the theory of Knowles's adult education and the comprehensive development theory of Marx, the present situation and operation of the new vocational peasant cultivation system in Yunnan are deeply analyzed on the basis of a systematic description of the background and development of the new professional farmers in Yunnan. It points out the problems in the development of the new vocational peasant cultivation system in Yunnan. These problems are embodied in the imperfect system structure, the lack of relevant policies and regulations, the lack of incentive effect, the unestablished comprehensive specialized work institutions and the lack of publicity work. The development needs of the industry, from the cultivation objective, the cultivation content, the cultivation model and the organizational management framework, and so on, put forward the framework of the new vocational peasant cultivation system, and strengthen the education and training system from the rammed foundation, strengthen the education and training system, carry out the guarantee, perfect the policy support system, standardize the procedure, and improve the management system; continue to develop, innovate heel A series of suggestions on further improving the nurturing system of new professional farmers are put forward, such as tracking service system, promoting propaganda, guiding selection and cultivating objects.
