新型城镇化视域下农民教育问题研究

【摘要】：当前中国,随着日益加快的城镇化步伐,“三农”问题即农民、农村和农业,自始至终都将成为全面现代化建设和经济社会快速发展关系中的突出问题。这里面农民才是农业和农村社会的主体,因而,这个“三农”问题的实质就是农民问题,其中农民素质的优劣成为制约农业和农村进步的关键所在。要想全面提高农民基本素质,就必须加强对农民的教育。因此,提高农民教育和亿万农民的文化素养以及技术水平,成为摆在我们面前亟待解决的实践问题和理论问题。本文全面分析了新型城镇化的条件下,农民教育问题的现状,主要包括四章内容:第一章介绍了研究目的和意义、研究方法以及相关概念的界定等等。第二章和三章通过问卷调查法、访谈法、以及数据查找,综合进行统计分析的基础上,分析在对农民进行教育的过程中可能出现的问题,并对这些问题潜在的原因进行细致的分析。首先通过对数据进行适当的统计,通过理论分析,找出农民教育培训中存在的问题,借鉴国外其他国家的先进的农民教育思想,加以分析,总结各国成功的经验,比照我国在教育培训方面的不足,寻找出能够进一步改善农民教育培训方面问题的理论依据。第四章提出了要更新农民教育理念、完善农民教育的运行机制、形成农民教育的资金投入机制、建立农民教育的法律保障机制等几项建议,希望对农民教育的开展起到积极的促进作用。
[Abstract]:At present, with the increasing pace of urbanization, the "three rural" problems, namely farmers, rural areas and agriculture, will become a prominent problem in the relationship between the overall modernization construction and the rapid economic and social development. The peasants are the main body of agriculture and rural society, therefore, the essence of the "three rural" problem is the peasant problem, in which the quality of farmers is the key to restrict the progress of agriculture and rural areas. In order to improve the basic quality of farmers, we must strengthen the education of farmers. Therefore, to improve farmers' education, cultural literacy and technical level of hundreds of millions of peasants has become a practical and theoretical problem that needs to be solved urgently in front of us. This paper comprehensively analyzes the present situation of peasant education under the condition of new urbanization, mainly including four chapters: the first chapter introduces the purpose and significance of the research, the research methods and the definition of related concepts and so on. The second and third chapters analyze the possible problems in the process of farmers' education on the basis of questionnaire survey, interview, data search and comprehensive statistical analysis. And the potential causes of these problems are carefully analyzed. First of all, through the appropriate statistics of the data, through theoretical analysis, to find out the problems in the education and training of farmers, to learn from the advanced education ideas of other countries, to analyze, to sum up the successful experiences of various countries. According to the shortage of education and training in our country, this paper finds out the theoretical basis for further improving the problems in education and training of farmers. The fourth chapter puts forward some suggestions, such as renewing the concept of farmer education, perfecting the operating mechanism of peasant education, forming the fund investment mechanism of peasant education, establishing the legal guarantee mechanism of farmer education, etc. It is hoped that it will play a positive role in promoting the development of farmers' education.
