农民职业化进程中职业道德建设研究

【摘要】:伴随着农业这一传统业态的迭代升级,农民职业化成为农业现代化发展的必然趋势。《"十三五"全国新型职业农民培育发展规划》提出造就培养高素质农业生产经营者队伍,"农民"这一称谓从身份回归到职业概念。农民职业道德水平作为衡量农民职业化进程的一个重要标准,不仅是提高职业农民思想道德素质的关键,更是现代农产品质量安全的有力保障,是全面建成小康社会的应有之义。本文以新型职业农民的职业道德建设为研究对象,以农民职业化发展历程为线索。在对农民职业化政策梳理和国内外农民职业道德相关文献的综合分析的基础上,阐述新型职业农民的的特征,重点描述农民职业道德被时代赋予的新特征和基本内涵,以及加强职业道德建设对农民职业化的重要意义。为深入了解农民对自身职业道德的认知以及对职业道德教育活动效果的具体感知,设计电子调查问卷对福建省1558名新型职业农民进行问卷调查。从数据中归纳农民职业道德的基本情况及现存问题,客观分析农民职业道德建设存在问题的主要原因,并在此基础上提出推进农民职业道德建设的可行性建议。研究发现,在农民职业化过程中,大部分职业农民的文化水平在高中及以上学历,并且他们已经意识到职业道德的重要性,虽然不同文化程度的农民对此的认知略有差异,但他们都渴望提高自身职业道德素质。总体来看,职业农民的社会责任和环境保护意识普遍强烈,而崇尚科学和法律维权意识较为薄弱。这正是由于农民职业道德教育缺失、相关法制建设不完善、正面宣传引导不足和传统思维的局限性所引起的。基于农村社区教育理论、终身教育思想、柯尔伯格道德认知发展理论提出构筑农民教育体系,通过正面宣传农民榜样来树立农民职业道德模范、反面警示败德行为来明晰自身农民职业道德水平,在农村社区开展寓教于乐丰富多彩的教育活动来加强农村精神文明建设、提高农民整体素质,最后推进农民职业道德相关法制建设,以社会各界监督形成有效约束及合力保障,帮助农民将职业道德自觉内化于心、外化于行等建议。
[Abstract]:Along with the iterative upgrading of the traditional form of agriculture, Professionalization of farmers has become an inevitable trend in the development of agricultural modernization. < the 13th Five-Year Plan for the cultivation and Development of New Professional Farmers in the whole country "puts forward the idea of bringing up the contingent of high-quality agricultural producers and managers, and the term" peasant "returns from identity to professional concept." As an important standard to measure the process of farmers' professionalization, the level of peasants' professional ethics is not only the key to improving the ideological and moral quality of professional farmers, but also the powerful guarantee of the quality and safety of modern agricultural products. It is the proper meaning of building a well-off society in an all-round way. This paper takes the construction of professional ethics of new professional peasants as the research object and the course of the professionalization of peasants as the clue. On the basis of combing the policy of farmer professionalization and synthetically analyzing the related documents of peasant professional ethics at home and abroad, this paper expounds the characteristics of the new type of professional peasants, and emphatically describes the new characteristics and basic connotation of the peasants' professional ethics given by the times. And strengthen the construction of professional ethics to the important significance of professionalization of farmers. In order to deeply understand farmers' cognition of their own professional ethics and their specific perception of the effect of professional ethics education activities, an electronic questionnaire was designed to survey 1558 new-type professional peasants in Fujian Province. This paper sums up the basic situation and existing problems of peasants' professional ethics from the data, analyzes objectively the main reasons for the problems existing in the construction of peasants' professional ethics, and then puts forward some feasible suggestions for promoting the construction of peasants' professional ethics. The study found that, in the process of professionalization of farmers, most of the professional farmers' education level is in high school or above, and they have realized the importance of professional ethics, although the cognition of farmers with different education levels is slightly different. But they are all eager to improve their professional ethics. In general, professional farmers' awareness of social responsibility and environmental protection is generally strong, while the awareness of advocating science and legal rights protection is relatively weak. This is caused by the lack of professional ethics education of farmers, the imperfect construction of relevant legal system, the insufficiency of positive propaganda and guidance and the limitation of traditional thinking. Based on the theory of rural community education, lifelong education and Colberg's moral cognitive development theory, the author puts forward the idea of constructing peasant education system and setting up a model of farmer's professional ethics through positive propaganda of farmer's role model. Negative warning of moral behavior to clarify their own professional ethics level, in rural communities to carry out colorful education activities to strengthen the construction of rural spiritual civilization, improve the overall quality of farmers, Finally, to promote the construction of farmers' professional ethics related legal system, to form effective constraints and joint efforts to ensure the supervision of all walks of life, to help farmers to internalize their professional ethics in their hearts and externalize them in their actions and so on.
