【摘要】: 教育决策机制是个复杂的系统。本文是用复杂性的研究视角对教育决策机制问题进行系统分析。在概括总结了教育决策理论基础与实践演进的基础上,对教育决策机制研究的复杂范式、价值分析等问题进行了探讨;对教育决策机制问题的复杂性进行了深入研究,并构建了一种有效的“开放适应——协商互动”型教育决策机制。形成了既有理论研究、逻辑分析,又有实证分析和案例分析的理论与实践相结合的研究成果。 提出了教育决策研究范式由简单范式到复杂范式的变革。教育决策中的简单思维方式与研究范式因其固有缺陷,造成了诸多问题。系统科学和复杂性科学的进展为我们研究教育决策提供了一种新的思维方式——复杂性的研究视角,并有可能形成新的教育决策的研究范式——复杂性范式。 研究了教育决策机制研究中的价值理论和价值分析方法。价值问题始终是教育决策研究无法回避的问题,在对价值与价值分析的理论研究基础上,研究了教育决策机制研究中的价值选择与价值分析在教育决策机制研究中的应用问题。本文重点研究了教育决策机制的复杂性问题。教育决策组织系统要实现其功能,保证系统各要素有效地运行,必须有其合理的结构,一定的工作原理、活动方式和规则,即良好的机制。探讨了复杂性视角下的教育组织决策机制的静态分析和动态过程。从本体论、认识论和方法论三个层面,以复杂性的研究视角重点分析了教育决策机制的要素、结构与功能与研究方法等问题。对教育决策机制的逻辑演进方面的论述包括教育决策机制研究的理论模型、教育决策机制的构成主体以及教育决策权的来源和分配等问题。 构建了一种有效的“开放适应——协商互动”型的教育决策机制,它体现为教育决策机制的组织形式安排到目标模式建立的过程。从复杂性原理的启示、形式与功能、目标模式与实施有效路径即一系列的制度安排展开研究。最后,通过分析我国中小学改革过程中教师参与教育决策机制的复杂性,研究了存在的问题和原因,探讨了教师有效参与学校教育决策的制度安排;对旨在提高和保障我国高等教育质量的决策机制的案例研究,分析了我国高等教育质量存在的问题、对保障高等教育的决策主体进行了研究,探讨了高等教育内部质量保障体系的构建问题,验证了本文的研究结论。重视复杂性原理对教育决策机制研究的贡献,通过目标模式与一系列的制度安排,可有效的发挥教育决策系统的功能,提高教育决策的质量,促进教育决策的民主化、科学化与制度化。
[Abstract]:The educational decision-making mechanism is a complex system. This paper systematically analyzes the educational decision-making mechanism from the perspective of complexity. On the basis of summarizing the theoretical basis of educational decision-making and the evolution of practice. The complex paradigm and value analysis of educational decision-making mechanism are discussed. This paper deeply studies the complexity of the educational decision-making mechanism, and constructs an effective educational decision-making mechanism of "open adaptation-consultation interaction", which forms the existing theoretical research and logical analysis. There are empirical analysis and case analysis of the theory and practice of the combination of research results. This paper puts forward the transformation of educational decision-making research paradigm from simple paradigm to complex paradigm. The simple mode of thinking and research paradigm in educational decision-making are due to their inherent defects. The progress of system science and complexity science provides us with a new way of thinking for the study of educational decision-making-complexity research perspective. And it is possible to form a new research paradigm of educational decision-complexity paradigm. This paper studies the theory of value and the method of value analysis in the study of educational decision-making mechanism. The value problem is always an unavoidable problem in the study of educational decision making, and it is based on the theoretical study of value and value analysis. This paper studies the application of value selection and value analysis in the study of educational decision-making mechanism. This paper focuses on the complexity of educational decision-making mechanism. Function. To ensure the effective operation of all elements of the system, must have its reasonable structure, a certain working principle, activities and rules. That is, good mechanism. It discusses the static analysis and dynamic process of educational organization decision-making mechanism from the perspective of complexity, from three aspects of ontology, epistemology and methodology. From the perspective of complexity, this paper focuses on the analysis of the elements of educational decision-making mechanism. The discussion on the logical evolution of educational decision-making mechanism includes the theoretical model of educational decision-making mechanism research. The main body of educational decision-making mechanism and the source and distribution of educational decision-making power. In this paper, an effective educational decision-making mechanism of "open adaptation-consultation interaction" is constructed, which is embodied in the process of organizing the educational decision-making mechanism to the establishment of the target mode. Form and function, target mode and effective path of implementation are a series of institutional arrangements. Finally, through the analysis of the complexity of teachers' participation in educational decision-making mechanism in the process of primary and secondary school reform in China. This paper studies the existing problems and causes, and probes into the institutional arrangement of teachers' effective participation in school education decision-making. This paper analyzes the problems existing in the decision-making mechanism of improving and guaranteeing the quality of higher education in China, and makes a study on the decision-making body of ensuring the quality of higher education in China. This paper probes into the construction of internal quality assurance system in higher education, and verifies the conclusion of this paper. The contribution of complexity principle to the study of educational decision-making mechanism is emphasized, and a series of institutional arrangements are put forward through the objective mode. It can give full play to the function of educational decision-making system, improve the quality of educational decision making, and promote the democratization, scientization and institutionalization of educational decision making.
