【摘要】： 作为教育这一公共产品的提供者,促进教育公平是政府的天职。因此,政府必定成为推动教育公平的主体,对教育公平的促进起到主导作用。在政府如何实现教育公平的重大议题上,本文通过对既有的理论成果和现实途径进行考察后认为,在政府视野下的教育公平,其实现离不开政府与教育部门、与社会组织的积极而有成效的合作。同时,本文以和谐社会为背景出发,阐述了教育公平的涵义、内容、特征等基本理论,论证了教育公平的价值、教育公平缺失的后果以及政府促进教育公平的责任等问题。在借鉴部分外国政府解决教育公平问题的主要政策和措施的基础上,分析我国的教育公平现状及成因,进而提出我国政府促进教育公平实现的一系列对策措施。本文主要从强化教育公平理念、完善政府教育职能、调整公共教育政策、加强教育法制建设、创新教育机制、加强政府对教育公平的评估督导是实现教育公平的最为根本的途径等几方面逐步进行论述的。教育公平是一个动态推进的过程,是人类的一个美好的教育理想,是一个系统的社会工程,是社会公平价值在教育领域的延伸和体现。教育公平只能是相对的公平,而非绝对的公平。在促进教育公平方面,政府要尽力而为,量力而行。
[Abstract]:As the provider of education as a public product, it is the natural duty of the government to promote the equity of education. Therefore, the government must become the main body of promoting the equity of education. On the important topic of how the government realizes the educational fairness, this paper, after investigating the existing theoretical achievements and practical ways, thinks that the education fairness in the government's vision, Its realization can not be achieved without the active and effective cooperation between the government and the education department, and with the social organization. At the same time, this paper, based on the background of a harmonious society, expounds the basic theories of educational fairness, such as the meaning, content, characteristics and so on. This paper demonstrates the value of educational fairness, the consequences of the lack of educational fairness and the responsibility of the government to promote educational fairness. On the basis of drawing lessons from the main policies and measures of some foreign governments to solve the problem of educational fairness, This paper analyzes the present situation and causes of educational fairness in China, and then puts forward a series of countermeasures for our government to promote the realization of educational equity. This paper mainly focuses on strengthening the concept of educational equity, perfecting the educational function of the government, and adjusting the public education policy. Strengthening the construction of educational legal system, innovating the educational mechanism and strengthening the government's evaluation and supervision of educational fairness are the most fundamental ways to realize the educational fairness and so on. Educational fairness is a dynamic process, a beautiful educational ideal of human beings, a systematic social engineering, and an extension and embodiment of the value of social equity in the field of education. In promoting equity in education, the government should do its best and do what it can.
