服务型政府背景下的学校教育服务

【摘要】： 从公共行政的历史发展看,政府管理模式经历了统治型政府、管理型政府和服务型政府。不同管理模式的政府对教育进行不同的干预和影响。教育被政府赋予统治、管理、服务等相关社会内涵和属性。在服务型政府背景下,教育是政府的公共服务事项之一,教育事业更鲜明地表现出公共服务的属性和取向。基于服务型政府“公民本位”的行政价值取向和服务型政府“公仆”的角色定位,教育服务具有法治性、责任性、公共性和伦理性等特征。在服务型政府背景下,学校是政府公共教育权力的具体执行者,是政府服务的对象,日益具有自主性,学校还是一个公益性组织。学校教育服务是学校作为有自主性的公益性组织,为追求公众教育权益的最大化,进行的举办教育和管理教育的活动。由于学校教育组织的特殊性,学校教育服务具有两层目标,对内是实现服务对象教育权益的最大化,对外则是学校教育服务的公共性目标,即通过培养人,达到为社会服务的目标。学校教育服务内容分为物质层面、制度层面和精神层面的服务。三个层面的教育服务由浅入深,互相联系。学校教育服务的各个层面都呈现不同的特点,“服务“精神是其灵魂。学校教育服务方式通过机构设置和学校管理来体现,机构设置是学校教育服务提供者之间的组织关系,是学校教育服务方式的静态表达。学校机构设置从行政权力为主转向学科权力为主,结构由直线结构转向矩阵结构。学校的管理是以服务为目标的管理,因此,管理职能从分工走向整合、管理内容从偏重教学转向全面教育,管理方式从控制集权的自上而下型转为自主分权的网络交互型。学校服务的内容和方式都以学校教育服务的两层目标为指引。学校教育服务的实现,首先,需要构建学校教育服务的外部环境。即政府在公共教育领域中转变自身角色和定位,并通过政府内部机构改革,为学校提供更好的教育服务。其次,需要推进学校教育服务建设,学校在拥有自主性基础上获得自主发展的能力,并进行学校内部意识、人员、制度、机构等一系列改革,从而为学校内部教育利益相关人员和整个社会提供适宜而有效的服务
[Abstract]:From the historical development of public administration, the mode of government management has experienced a ruling government, a management-based government and a service-oriented government.The government of different management mode carries on different intervention and influence to education.Education is endowed by the government with social connotations and attributes such as governance, management, service and so on.Under the background of service-oriented government, education is one of the public service items of the government.Based on the administrative value orientation of "citizen standard" of service-oriented government and the role orientation of "public servant" of service-oriented government, educational service has the characteristics of rule by law, responsibility, publicity and ethics.Under the background of service-oriented government, school is the concrete executor of the government's public education power and the object of government service. School is also a public welfare organization.School education service is a kind of independent public welfare organization, which organizes education and management education in order to pursue the maximization of public educational rights and interests.Reach the goal of serving the society.The content of school education service is divided into material level, system level and spiritual level.The three levels of education services from the shallow to the depth, mutual contact.The spirit of service is its soul.The mode of school education service is embodied by institution setting and school management. Institution setting is the organizational relationship between school education service providers and the static expression of school education service mode.The establishment of school institutions changes from administrative power to disciplinary power, and the structure changes from linear structure to matrix structure.The management of school is based on service. Therefore, the management function changes from division of labor to integration, the content of management changes from teaching to comprehensive education, and the mode of management changes from the top-down mode of controlling centralization to the network interaction type of independent decentralization.The contents and methods of school services are guided by the two-tier objectives of school education services.The realization of school education service, first of all, need to construct the external environment of school education service.That is, the government changes its role and position in the field of public education, and provides better educational services for schools through the reform of government internal institutions.Secondly, it is necessary to promote the construction of school education services. Schools should acquire the ability to develop independently on the basis of their autonomy, and carry out a series of reforms in the school's internal consciousness, personnel, institutions, institutions, etc.In order to provide appropriate and effective services for the educational stakeholders and the whole society.
