【摘要】： 强调免费、平等、全民的公共教育，于19世纪中期在仍然是英属北美殖民地的加拿大缓缓揭开序幕。在其国内外多种因素和动力的推动下，在向欧美国家学习和借鉴先进教育理念与实践的过程中，公共教育在加拿大得到了不断地推广和发展，直至今天。与欧洲悠久的历史渊源，强邻美国的外来渗透与影响，以及国际地位、经济发展、地区主义、双语多元文化政策等种种变迁，决定了加拿大公共教育发展历史的独特轨迹。与此同时，加拿大公共教育发展史的典型之处及其研究价值不仅仅止于此，还包括其在发展进程中所经历的成就、挫折、问题、应对与变革。毫无疑问，这对当代世界各国的公共教育实践都具有一定的参考价值和借鉴意义。本论文从历史的视角切入，借助于历史文献法、综合分析法、比较法和个案研究法等多种方法对加拿大公共教育的发展历史进行了较为全面而深入的梳理和考察。全文从加拿大教育发展的历史背景出发，力图客观完整地再现公共教育在加拿大的肇始与发展历程，解析加拿大公共教育兴起的根本动因，发展特色与途径、影响其发展的主要因素，以及加拿大公共教育未来十年的发展趋势，以此从中寻求有益的启示。全文共包括五个部分：第一章“加拿大公共教育的源起”重点阐述法、英殖民统治影响下的加拿大殖民地教育为公共教育在加拿大的创立蕴育了先机。殖民政府逐步介入教育领域——在初等教育事务中政府承担了越来越多的责任，出台了一系列的政策法规，在与教会争夺教育控制权的角逐中，政府逐步占据上风。同时，公共学校应运而生，成为公共教育在加拿大的早期萌芽之一。人人有权接受教育的思想逐渐散播开来，，为公共教育在加拿大的牢固确立和迅速发展创造了必要的先决条件。第二章“加拿大公共教育的成型与发展”重点介绍了公共教育思想逐步为加拿大人民接受、公共教育制度在加拿大的初步建立，公共教育从混沌之态到初具规模再到飞速发展的曲折历程。第三章“变革中的当代加拿大公共教育”阐释了新的历史时期要求加拿大公共教育在传统与开拓之间做出抉择。一系列深度变革将加拿大公共教育推向兴盛的顶峰，同时也带了诸多的问题。第四部分为附录，意在选取约克学区作为研究对象以反映安大略省乃至整个加拿大当代公共教育的现状与发展方向。论文最后部分则就与加拿大公共教育发展史相关的若干问题做出总结与剖析，以此作为整篇论文的结束语。
[Abstract]:The emphasis on free, equal and universal public education began in the middle of 19th century in Canada, which is still a British North American colony, driven by a variety of factors and dynamics at home and abroad. In the course of learning from European and American countries and learning from advanced educational concepts and practices, public education has been continuously promoted and developed in Canada until today. The long history of Europe, the foreign infiltration and influence of the United States, and the changes of international status, economic development, regionalism, bilingual and multicultural policy. At the same time, the development history of Canadian public education and its research value not only ends here, but also includes its achievements in the process of development. There is no doubt that this is of certain reference value and significance to the public education practice of all countries in the contemporary world.
