和谐社会背景下的农村教育公平研究

【摘要】: 实现教育公平是构建社会主义和谐社会的本质要求,是中国经济社会持续均衡发展的必然选择。教育公平可促进经济社会和谐协调发展,它也是促进人全面发展的基本前提。现代教育应是无等级性和无阶级性的教育,不应存在教育特权,而应是普及性、民主化的教育。人人应该享受教育,人人应该接受教育,这就必然呼吁教育的公平。 十六届五中全会提出构建社会主义和谐社会,注重社会公平是构建和谐社会的必然要求,而教育公平是社会公平价值观念在教育系统的延伸和体现,社会公平是和谐社会的基本准则,教育公平是社会公平的重要基石。本文主要论述构建和谐社会背景下我国农村教育公平问题,力图通过考察国内外教育公平问题,试图分析研究我国农村教育不公平现情况以及对策。全文分为六个部分:第一部分主要论述我国农村教育公平的理论基础、研究意义、时代背景、研究框架和方法等;第二部分主要论述农村教育公平的历史演变和现状;第三部分主要论述了农村教育公平存在的问题及其产生的原因;第四部分以漯河市为例,论述农村教育公平的成功经验;第五部分借鉴国外教育公平的经验及启示;第六部分建立和谐社会背景下的农村教育公平机制,力图破解我国农村教育公平问题。 总之,教育公平是人类的一种教育理想,是社会公平在教育领域内的反映。教育以平与教育发展是相辅相承的关系,要处理好公平与效率的关系,在发展中求公平,在公平中谋发展。
[Abstract]:The realization of educational fairness is the essential requirement of building a harmonious socialist society and the inevitable choice for the sustainable and balanced development of China's economy and society. Educational fairness can promote the harmonious and harmonious development of the economic and social society. It is also the basic prerequisite for promoting the all-round development of the human being. Modern education should be non-hierarchical and non-class, and there should be no educational privilege, but a popularized and democratic education... everyone should enjoy education and everyone should receive education. This must appeal to the fairness of education. The Fifth Plenary session of the 16th CPC Central Committee put forward that building a harmonious socialist society, paying attention to social equity is the inevitable requirement of building a harmonious society, while educational fairness is the extension and embodiment of social equity values in the educational system. Social equity is the basic criterion of a harmonious society, and educational fairness is an important cornerstone of social equity. This paper mainly discusses the problem of rural education fairness in China under the background of building a harmonious society, and tries hard to examine the problems of education equity at home and abroad. The thesis is divided into six parts: the first part mainly discusses the theoretical basis, research significance, era background, research framework and methods of rural education equity in China. The second part mainly discusses the historical evolution and present situation of rural education equity; the third part mainly discusses the problems and causes of rural education equity; the fourth part takes Luohe City as an example to discuss the successful experience of rural education equity. The fifth part draws lessons from the experience and enlightenment of foreign countries' education equity; the sixth part establishes the rural education fair mechanism under the harmonious society background, tries hard to solve our country countryside education fair question. In a word, educational equity is a kind of educational ideal of human beings and a reflection of social equity in the field of education. Equality in education and educational development are complementary to each other. It is necessary to properly handle the relationship between equity and efficiency, and to seek fairness in the course of development. Seek development in equity.
